Nebraska Law students and faculty are invited to the U.S. STRATCOM Advanced Operational Law Conference 2018, “Defense Planning and Legal Practice in 21st Century Domains.” U.S. Strategic Command, in cooperation with the National Strategic Research Institute and the University of Nebraska College of Law, host an Advanced Operational Law Conference operated and programmed by Space, Cyber, and Telecom Law Program Executive Director Elsbeth Magilton with additional support from National Security Faculty Professor Jack Beard. The conference objective is to share best practices on strategic level international and operational law, with a focus on the legal challenges facing current practitioners. The conference is intended to be a forum to discuss the evolving space domain, nuclear weapons, and to increase the understanding of potential adversaries and issues relating to the law of war.
The conference will be keynoted by author and scholar P.W. Singer, Dr. Brian Weeden, and Brigadier General Susan K. Escallier. Panel topics and panels include "Manuals on the Military Use of Outer Space and The Law of War in Space: Woomera Manual and Beyond," "The Consequence of Nuclear Engagement in the Pacific," "Artificial Intelligence: The Third Offset Strategy?" and more.
The first day of the conference will be held on Offutt AFB at the Dougherty Conference Center. All other events will be held at the Beardmore Event Center of Bellevue attached to the conference hotel, Courtyard Omaha Bellevue, located at 3750 Raynor Parkway Bellevue, NE 68123. Please be aware that the briefings on 5 September 2018 are classified. Details for verification are available on the website. You will only be permitted to attend the sessions for which you have the appropriate clearances. 6-7 September is unclassified and all students and faculty are welcome.
