  CHRISTLIEB GALLERY, HEWIT PLACE, 1155 Q ST, 3:30PM Panel to Discuss New Homestead Act Today's Paul A. Olson Seminar in Great Plains Studies,Out-migration on the Northern Great Plains: The Case for the New Homestead Act, will focus on efforts to stem out-migration of rural people and bring economic opportunity to small communities on the Great Plains. The New Homestead Act (S 620), a bill introduced by Nebraska Senator Chuck Hagel and North Dakota Senator Byron Dorg, offers tax breaks and an investment capital pool to people living in rural areas hit hard by dramatic losses in income and population. Panelists include a representative from Sen. Chuck Hagel's office; Chuck Hassebrook, NU Regent and executive director of the Center for Rural Affairs; Don Macke, co-director of the Center for Rural Entrepreneurship, and Tyler Sutton, president and counsel from the Conservation Alliance of the Great Plains.
