Job Information
This position is established to perform senior level technical information specialist functions at the Omaha District Corps of Engineers. Incumbent is responsible for managing the BIM data set for the USACE Centers of Standardization (CoS). Maintain and improve the corporate data set as required to provide CoS with a quality corporate data set. Manage all development, testing, and validation of the Corporate Template Dataset (CTD). Including: (1) updating the CTD to incorporate new application requirements dictated by vendor application technology advancements, (2) leading change management in the development of the CTD, (3) coordinate user requirements from the CoS and BIM CoP (Workspace/Dataset and Version/Transfer Control BIM SubCoP Teams), (4) support USACE Districts in the deployment of CDT, (5) oversee development and deployment of CDT training classes/materials, (6) serve as the Center POC for the Bentley/Autodesk USACE BIM Resource, and (7) assist in using and integrating the A/E/C CAD Standard and Revit Corporate Template in USACE projects. Support the development of deployment of BIM via commercial vendor collaboration tools.

To be eligible for a Recent Graduate position you must meet the following requirements:
• Recent graduates who have completed, within the previous two years, a qualifying degree in one of the fields listed below.
• OR, a combination of education and experience which includes courses equivalent to a major in one of the listed fields, plus appropriate experience, or additional education.

Technical Information Specialist Basic Individual Occupational Requirement:
Degree: A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled such as Information Technology, Computer Science, Applied Analytics, or Information Management;

OR

Experience: Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum.

OR

A combination of education and experience as described above.

Minimum Qualification Requirement for grade GS-07:Specialized Experience: One year of specialized experience which includes: 1.) Assisting in managing data and 2.) Assisting in the development of data workflows that automate processes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

OR

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Information Technology, Computer Science, Applied Analytics, or Information Management.

OR

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;

OR

(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum;

OR

(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Minimum Qualification Requirement for grades at GS-09 and above:GS-09Specialized Experience:
One year of specialized experience which includes: 1.) Managing datasets, and 2.) developing workflows, and 3.) Assisting in developing graphical user interfaces. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Information Technology, Computer Science, Applied Analytics, or Information Management.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

• Position will have non‐competitive promotion potential to GS‐12 level
• Position is a permanent direct hire in the OMAHA ENGINEERING DIVISION COST & GENERAL ENGINEERING BRANCH, for the Omaha District in Omaha, NE.
• Salary ranges from $43,826 to $ $67,903 per year
