SUPERVISES: Street and Sewer Maintenance I, II, III and Seasonal Staff

Management Exempt/Salaried Role

PURPOSE OF POSITION: Responsible for planning, staffing, supervising, and directing various construction, maintenance, and repair activities for the City of Papillion’s streets, sanitary sewers, and storm sewers. This position is required to perform duties on an on-call basis, as needed.

ESSENTIAL FUNCTIONS:

Supervises and develops division staff for optimal team performance; hires, directs work assignments, sets priorities, prepares and conducts employee performance reviews, provides divisional training and development, reviews and approves timesheets, exercises considerable discretion in the resolution of employee conduct issues and takes disciplinary action as appropriate; creates a positive, team-oriented work culture.
Actively contributes to the development and implementation of department plans, policies, procedures, practices, and guidelines; conducts research and analysis required for department activities and programs.

Responds to requests for service from residents, businesses, or contractors; uses problem-solving skills to resolve issues; handles escalated customer complaints in a professional manner; works with other City departments in a customer-oriented manner.

Works with the Public Works Director/City Engineer and other team members to prioritize, plan, schedule, and construct various projects; manages project workflow.

Reports as needed “on call” for after-hour emergencies, including traffic signal outages, sewer backups, snowplowing operations, etc., and coordinates team response.

Prepares division budget for approval by Public Works Director/City Engineer; manages and maintains adherence to budget throughout the budget cycle.

Establishes short-term and long-term goals, strategies, and standard operating procedures for the Street and Sewer Divisions.

Coordinates all snow removal operations including scheduling staff, equipment, and material.

Prepares the City’s Annual One- & Six-Year Road Plan.

Requests locate tickets and ensures the location of utility lines from the appropriate sources prior to excavation; informs crew of such locations.

Participates in and provides input to the City of Papillion Safety Committee.

Maintains street and sewer supply inventory including materials, equipment, and tools; orders supplies as needed in accordance with established policies.

Coordinates with the Public Works Director/City Engineer, Fleet Maintenance Superintendent and other team members to develop specifications for new equipment purchases; makes recommendations regarding vehicle/equipment use and purchase.

Attends professional training and conferences to stay up to date on skills, techniques, technology, and equipment used in maintenance and repair duties.

Attends various meetings, as needed; answers inquiries and makes recommendations pertaining to the functions of the department.

Participates in the design of street improvements, sewer extensions, and other municipal public works projects.

MARGINAL FUNCTIONS:

Assists all divisions and departments as required to accomplish the goals of the Public Works Department and the City of Papillion.

Thorough knowledge of and ability to apply federal, state, and local laws and regulations pertaining to street and sewer construction, maintenance, and repair.

Thorough knowledge of the materials, tools, equipment, methods, practices, procedures, and necessary safety precautions used in various public works activities, especially street and sewer construction, maintenance, and repair.

Thorough knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, and coordination of people and resources.

Knowledge of and ability to apply emergency and/or evacuation procedures and applicable federal and state standards concerning occupational hazards and workplace safety.

Knowledge of and ability to use a desktop computer, Microsoft Office and other specialized applications, email, and standard office equipment.

Knowledge of or ability to learn City of Papillion geography.

Ability to provide divisional leadership and structure as well as implement and develop strategic planning decisions.

Ability to enforce ordinance and other City regulations with firmness, tact, and impartiality.

Ability to manage personnel, material, and financial resources. This includes managing one’s own time and the time of others.

Ability to accept positive and constructive feedback with a growth-oriented mindset.

Ability to maintain regular and dependable attendance on the job, including attendance and job performance for possibly prolonged periods of time when called out on short notice due to weather conditions, emergencies and similar situations of public necessity.

ESSENTIAL EDUCATION, CERTIFICATION, AND/OR LICENSES:

1. Minimum education requirement: Associate’s Degree from an accredited college or university with major work in construction management, civil engineering, or a related field, or an equivalent combination of education, training, and experience as determined by the City of Papillion.

2. Must have four (4) or more years of experience in heavy and light construction and equipment operations with at least two (2) years in a supervisory role, or an equivalent combination of education, training, and experience as determined by the City of Papillion.

3. Must possess or be able to obtain within one (1) year of employment a State of Nebraska Class B City Street Superintendent License.

4. Must possess a valid driver’s license.

5. Must possess or be able to obtain within one (1) year of employment a State of Nebraska Class A commercial driver’s license with Tanker Endorsement.

6. Must be bondable.

7. Must successfully complete a background check, drug screening, and physical.

ESSENTIAL PHYSICAL DEMANDS AND TYPICAL WORKING CONDITIONS:

Work is primarily performed indoors and requires sitting for long periods of time. Outdoor work requires a considerable amount of physical activity including walking, standing, kneeling, bending, crouching, reaching, stooping, and climbing. The applicant must have the ability to transport themselves to and from various locations throughout the city. Duties require the ability to tolerate an indoor and outdoor work environment, which includes exposure to dirt, dust, chemicals/solvents, fumes, bacteria, noise, vibrations, equipment movement/traffic hazards, and inclement weather conditions.

An incumbent must have the ability to lift up to 50 lbs. and must possess the coordination and manual dexterity necessary to operate hand and power tools and equipment utilized in repair and maintenance tasks. Must also possess the ability to lift, carry, push, and pull heavy equipment and tools. Work hours may occasionally be required in times of darkness. Vision abilities required include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.

Work requires extensive interaction with the public and may be stressful when dealing with irate citizens.
