Steve Latoski, Mohave County Arizona Public Works Director, shared some successful soil stabilization projects on a low volume roads listserv recently.

Mohave County, Arizona recently completed 14 miles of soil stabilization projects countywide inclusive of (1) new Northeast Golden Valley Thoroughfare providing 7.4 miles one‐way travel distance savings to the U.S. 93 intersection with Mineral Park Road versus travel through the U.S. 93 at State Route 68 interchange, (2) hard surfacing 4.5 miles of Cane Beds Road and Rosy Canyon Road to provide a continuous hard surfaced route connecting SR 389 and Kane County, Utah to serve recreational and tourist in the Arizona Strip, and (3) hard surfacing 3 miles of Shinarump Road from Aztec Road to Colorado Road.

Additionally, Latoski's recent paper “Efficient Road Surfacing Practice Enabling Rural Connectivity and Economies” based on Public Works’ success in hard surfacing Rosy Canyon Road which was presented at the 26th World Road Congress in Abu Dhabi, UAE in 2019. The paper discusses evaluation and cost of using cutback asphalt as stabilizer with chip seal as a reliable and cost-effective approach.
