Sandra Strokoff, the Legislative Counsel of the U.S. House of Representatives, addresses some of the basic requisites of good legislative drafting and the challenges they present, particularly in the face of the demands of the legislative process.
She will discuss the steps involved in drafting legislation, including analyzing the problem presented, understanding existing law, answering key questions to ensure a bill’s effectiveness, and deciding on the structure and architecture of a bill.
She will also discuss the role of the drafter as a nonpartisan player in the legislative process.
